This quest is unlocked in Chapter 5 of the storyline. It is available to Ellen during the night by speaking with Ganconer.

You will start off in the Endless Corridor. Talk to Damona, the three Rebel Denizens; go north, north, north, south, west and talk to Frizzie and the Mnemosyne. Now we are in O’Connell’s house; talk to him. Now we are in Keats base; talk to Keats.
